Minister of Human Resources and Social Security Wang Xiaoping introduced that from January to November 2025, there were over 12 million new urban jobs created nationwide, surpassing the annual target ahead of schedule; the average urban surveyed unemployment rate was 5.2%, lower than the expected target; the overall employment situation remained stable. Minister of Human Resources and Social Security Wang Xiaoping stated: Make good use of policies such as stabilizing jobs and returning to work, tax reductions and exemptions, to support labor-intensive industries and enterprises in stabilizing their positions; actively cultivate the employment potential in the field of new productive forces, fully tap employment opportunities, encourage entrepreneurship to drive employment; focus on key areas and introduce new policies to promote employment for young people such as college graduates.
