Several measures are proposed. Establish an industry nurturing and incubation mechanism, encourage elderly care service operators to apply for specialized, refined, new, small and medium-sized enterprises, etc. Optimize license processing. Improve the information linkage mechanism of elderly care institutions to achieve timely updating and sharing of registration information. Encourage local governments to rely on the national government service platform to achieve cross-regional "one-stop" license processing for elderly care service operators, and explore the application of electronic licenses in the field of elderly care services and national interoperability. Support stable operation. Strengthen land supply, and newly added and existing construction land should prioritize the layout of land for elderly care facilities and silver economy industrial projects based on the local aging population level. For market entities taking over the operation of public elderly care institutions, the takeover period should be determined based on the principle of stable operation expectations; if the operator has made significant investment, the takeover period can be appropriately extended. Places with conditions should optimize subsidies for bed construction and operation of elderly care institutions, and implement measures such as "one bed, one code" dynamic management to help achieve precise policy implementation.
