To promote technological innovation, we must focus on building a modern industrial system, not only generating technological achievements but also transforming them into tangible productivity. To promote industrial innovation, we must strengthen the foundation of the real economy, persist in driving the transformation and upgrading of traditional industries and simultaneously developing strategic emerging industries and future industrial new tracks. The integration of technological innovation and industrial innovation requires building platforms, improving institutional mechanisms, strengthening the position of enterprise innovation as the primary subject, and ensuring seamless integration between the innovation chain and the industrial chain. The article emphasizes the need to resolutely eliminate systemic deficiencies that hinder high-quality development and improve production relations that are better suited to new quality productivity. Strengthening institutional supply in new fields and new tracks, encouraging the convergence of various advanced production factors towards the development of new quality productivity. Enhancing the national innovation system, stimulating the vitality of various innovation subjects, focusing on strengthening basic research and enhancing original innovation capabilities, and intensively tackling breakthroughs in key core technologies and cutting-edge technologies. Clearing the bottlenecks and obstacles that impact and hinder comprehensive innovation, coordinating the integrated development of education, science and technology, talent, laying a solid foundation and strategic support for the development of new quality productivity. The article emphasizes that during the "14th Five-Year Plan" period, it is necessary to prioritize the development of new quality productivity according to local conditions in a more prominent strategic position, accelerate the construction of a modern industrial system led by technological innovation and based on the real economy. Regions should start from the reality, selectively promote the development of new industries, models, and dynamics based on local resource endowments, industrial foundations, and research conditions, accelerate the transformation and upgrading of traditional industries, which serve as the basic support for economic growth and employment income, and promote a smooth transition between old and new development forces.
