On November 11, Li Chunfang, Deputy Director of the Industry Development Department of the National Development and Reform Commission, stated that the recently released "Measures for Further Promoting the Development of Private Investment" support private enterprises in building major pilot platforms. "As the spring river warms up, the ducks know it first." What kind of technology the market needs, whether this technology can be turned into a product, private enterprises are the most sensitive and have the most say, which coincides with the positioning of the pilot service chain. "We will strengthen investment support, encourage private enterprises to integrate around key areas and key industrial chains, and build a number of major pilot platforms with strong industry driving force in advanced manufacturing industry clusters." Li Chunfang emphasized that pilot testing is the intermediate test before mass production of products, not the actual production process, and encouraged local areas to simplify the approval procedures for project construction prerequisites according to this characteristic. In addition, the "Measures" support the opening of pilot services to private enterprises. State-owned enterprises, universities, and research institutes have good pilot resources, Li Chunfang pointed out, strengthening policy guidance, encouraging these units to provide market-oriented pilot services to private enterprises, and encouraging platforms with conditions to build an open and shared pilot ecosystem through sharing experimental equipment, application scenarios, and talent teams. Various regions have some good practices and experiences in supporting private enterprises to invest in pilot services. For example, Sichuan has created a "1+N" model, integrating various pilot resources such as universities, enterprises, etc., and collaborating with universities to provide pilot services; Shanghai, Jiangsu, Zhejiang, Chongqing and other regions are exploring the "invest first and compensate later" model, with government funds supporting pilot transformation, and after incubated enterprises achieve market financing, the invested funds are transformed into equity exit.
