On October 31, 2025, at 09:30:00, the National Bureau of Statistics Service Industry Survey Center and the China Federation of Logistics and Purchasing released data showing that China's non-manufacturing business activities continue to operate steadily, with relatively stable demand. The data shows that the holiday consumption has played a significant role, and there are signs of accelerated start-up of infrastructure investment-related activities, with optimistic expectations from enterprises. In October, the Business Activity Index for China's non-manufacturing industry was 50.1%, a slight increase of 0.1 percentage points from the previous month, maintaining a level of 50% and above throughout this year. During the National Day and Mid-Autumn Festival holidays, contact-based service industries related to residents' travel, shopping, tourism, and cultural and entertainment activities performed well. The Business Activity Index for railway transportation, aviation transportation, cultural and entertainment activities all rose to over 60%. Huo Lihui, head of the National Bureau of Statistics Service Industry Survey Center, introduced that from the market expectations perspective, the Business Activity Expectations Index for the service industry has continued to be above 55%, indicating that service industry enterprises still maintain a strong confidence in the industry's development prospects. Data changes show that at the beginning of the fourth quarter, there are signs of accelerated start-up of construction activities related to infrastructure investment. The Business Activity Index for civil engineering construction in October rose to over 55%, an increase of more than 5 percentage points from the previous month, and the new order index rose to over 49%, an increase of nearly 2 percentage points from the previous month. The Business Activity Expectations Index for non-manufacturing industry in October was 56.1%, a 0.4 percentage point increase from the previous month. Overall, at the beginning of the fourth quarter, the non-manufacturing industry continues to operate steadily, with positive changes in investment and consumption-related activities, and enterprises' expectations have also warmed up.
