Li Ka-chun: Will officially launch the public consultation on the 2026 Policy Address on June 29th.

On June 25, Hong Kong Chief Executive John Lee Ka-chiu announced to the media after hosting a consultation meeting for the Hong Kong Five-Year Plan that he will officially launch the public consultation for the 2026 Policy Address on Monday, June 29. John Lee Ka-chiu pointed out that since the public consultation for the Hong Kong Five-Year Plan began last Monday, the Hong Kong government has held more than 10 consultation meetings and received nearly a thousand opinions. He also chaired three consultation meetings, including one focused on the development of university towns in the northern metropolis and the higher education sector. Many opinions involve both the long-term direction of the Five-Year Plan and the annual deployment of the Policy Address, reflecting the close relationship between the two. The Hong Kong Five-Year Plan and the Hong Kong Chief Executive's Policy Address are complementary policy documents. The Five-Year Plan is a forward-looking, strategic, and directional guidance document that provides a clear direction for economic and social development over the next five years. The Policy Address is an annual policy deployment that establishes multiple specific indicators, responds to the requirements and directions of the Five-Year Plan, reports on implementation progress, and introduces policy measures as appropriate based on the actual situation of the year. Due to the close relationship between the Five-Year Plan and the Policy Address, during past Five-Year Plan consultations, some citizens have expressed opinions that are relevant to both documents. Therefore, to facilitate citizens, the government will collect opinions on both the Five-Year Plan and the 2026 Policy Address at the remaining consultation meetings to save citizens' time. Whether citizens provide their opinions separately for the two themes or simultaneously, the government will organize and analyze them and appropriately summarize them for consideration in the preparation of the Five-Year Plan and this year's Policy Address.
