CHINFMINING (01258) announcement, the Company has noted that recent media articles have made accusations regarding the tailings dam breach incident at Zambia's Chambishi Smelter (the Incident), a subsidiary of the Group. Regarding the Incident, we have disclosed relevant information in the "Summary of Interim Financial Information" section of the interim performance announcement. In response to the Incident, the Company now provides further clarification:
On February 18, 2025, a tailings dam at the Chambishi Smelter collapsed due to theft and cutting of the anti-seepage membrane, as well as continuous heavy rainfall (local rainfall in Zambia in January-February 2025 is close to the highest in 20 years for the same period), leading to partial tailings leakage. The breach was fully sealed at 3:30 am on the 19th, with the source of the accident effectively controlled. Following the Incident, the Company promptly communicated with relevant Zambian government departments, mobilized resources for emergency response, and initiated water body restoration work.
On August 7, 2025, the Zambian government's Chief Spokesperson made a statement at a joint press conference of the Lusaka Disaster Risk Reduction Committee and various departments, broadcast live via social media platform Facebook, stating that the situation is now largely back to normal, and the government is confident in ensuring the safety of the affected regions' population. Laboratory test results show that the water body's pH levels have returned to normal, and heavy metal concentrations are continuously decreasing. Local water supply companies have fully resumed normal operations as of February 24. The Zambian government has stated that no significant health issues or outbreaks directly related to the pollution incident have been discovered to date, and no deaths due to pollution have been reported since the incident in February.
On September 10, 2025, the Zambian Vice President, as well as officials from the Ministry of Water Resources, Ministry of Environment Protection, and Copperbelt Province, visited the site of the Chambishi Smelter for inspection. The Vice President commended Chambishi Smelter's timely response to the Incident and the results of environmental management, while the Copperbelt Province Governor live-streamed the visit on their official Facebook account.
Regarding the Incident, on September 18, 2025, the spokesperson of the Chinese Ministry of Foreign Affairs responded at a press conference.
In response to the dam breach incident, Chambishi Smelter has fully complied with government directives to undertake restoration and management obligations, and has completed compensation for individual farmers according to a damage compensation report issued by the Zambian government. In the future, the Company will continue to closely cooperate with the Zambian government to advance environmental impact assessment and restoration work.
Recently, it has been reported that over a hundred locals (with actual authorization from only 11 individuals) have petitioned the court, registering a petition (though not yet accepted) demanding that the Chinese company involved sett up an environmental restoration trust fund and deposit $80 billion (approximately HK$624 billion) to be managed by the Zambian government for environmental restoration and full compensation, as well as an additional $2 billion for emergency relief and health/environment assessment fund.
The Company believes these claims lack substantial basis. In response to the claim, the Company has engaged a local professional legal team to actively defend its legitimate rights in accordance with the law.
The Company believes that this Incident has not caused a significant impact on the Group's operations or financial condition, and therefore does not constitute insider information. Despite the unfounded accusations, timely remedial actions and the positive responses from local governments demonstrate that the Incident has not had any significant impact on the surrounding environment and communities.
