On July 23, according to the General Administration of Customs, the General Administration of Customs announced Notice No. 158 of 2025 (On the publication of "Interim Measures for the Administration of Tax Collection on Value-added Tax Exemption for Processing and Assembly Goods in Hainan Free Trade Port by the Customs of the People's Republic of China").
On July 23, according to the General Administration of Customs, Announcement No. 158 of 2025 of the General Administration of Customs was issued (Regarding the publication of the "Interim Measures of the People's Republic of China on the Taxation Management of Value-Added Tax on Goods Processed in Hainan Free Trade Port with Import Content" ). It mentions that for goods produced by encouraged industries in Hainan Free Trade Port where the processing value-added reaches or exceeds 30%, these goods can enter the mainland from Hainan Free Trade Port duty-free, subject to the collection of import value-added tax and consumption tax (referred to as the duty-free tariff policy on processing value-added). The announcement mentions that "encouraged industries enterprises" in this policy refers to enterprises engaged in the production and processing business of industry projects specified in the catalog of encouraged industries in Hainan Free Trade Port. These enterprises should register in Hainan Free Trade Port, have independent legal personality, and complete filing on the relevant public information service platform established in Hainan Province (referred to as filing enterprises). The "processing value-added reaches or exceeds 30%" mentioned in this policy refers to the value-added part of goods containing imported components processed by the filing enterprises in Hainan Free Trade Port, reaching or exceeding 30% of the total value of imported components and domestically purchased components.
