According to relevant laws and regulations on export control, the Ministry of Commerce issued Announcement No. 21 and No. 22 on April 4 and 9, 2025, respectively, listing 28 U.S. entities on the export control list and prohibiting the export of dual-use items to them.
A reporter asked: We noticed that in the joint statement of the China-U.S.-Japan Geneva economic and trade talks, it was mentioned that China will temporarily suspend or cancel non-tariff retaliatory measures against the United States starting from April 2, 2025. Can you please explain the considerations regarding the export control list? According to relevant export control laws and regulations, the Ministry of Commerce issued Announcement No. 21 and No. 22 on April 4 and 9, 2025 respectively, listing a total of 28 U.S. entities on the export control list and prohibiting the export of dual-use items to them. In order to implement the consensus reached in the China-U.S. economic and trade high-level talks, it has been decided to temporarily suspend the above-mentioned measures within 90 days, starting from May 14, 2025. Export operators who need to export dual-use items to the 28 entities mentioned above should apply to the Ministry of Commerce in accordance with the relevant provisions of the Regulations on the Export Control of Dual-Use Items of the People's Republic of China; the Ministry of Commerce will review them in accordance with the law and regulations, and those that comply with the regulations will be approved.
