On November 4, the National Development and Reform Commission (NDRC) held a press conference in its "Striving for the 15th Five-Year Plan" series, briefing on efforts to consolidate development support. Kou Rong, deputy director of the Economic and Trade Department of the NDRC, said that in recent years China's commodity circulation efficiency has improved markedly, with the time from field to table for fruits and vegetables growing ever shorter and more and more online purchases arriving "same-day" or "next-day." The key to further improving commodity circulation efficiency lies in "cost reduction," which will be pursued on two fronts: lowering logistics costs and lowering transaction costs. On reducing logistics costs, the NDRC will work with relevant departments to further implement all tasks for effectively reducing logistics costs across society, focusing on building the logistics network, coordinating "major arteries" and "micro-circulation," "hard infrastructure" and "soft connectivity," and "domestic circulation" and "external connectivity," steadily advancing the construction and interconnection of logistics hubs, enhancing the carrying capacity of logistics corridors, shoring up weak links in urban and rural logistics facilities, weaving a denser international logistics facility network, and systematically reducing logistics costs across society. In addition, relevant departments will issue targeted policy measures specifically for the circulation of certain key commodities. Taking fresh agricultural products as an example, they will further strengthen the construction of origin market systems and inspection capabilities for fresh agricultural products, accelerate efforts to shore up weak links in on-farm pre-cooling and origin cold-chain collection and distribution centers, build a batch of backbone agricultural product wholesale markets, strive to reduce circulation losses of fresh agricultural products, and accelerate the modernization and upgrading of fresh agricultural product circulation.
