Gao Yang, former vice mayor of Guiyang, expelled from Party and public office

With the approval of the Guizhou Provincial Party Committee, the Guizhou Provincial Commission for Discipline Inspection and the Guizhou Provincial Supervisory Commission have opened a case to review and investigate the serious violations of discipline and law by Gao Yang, former member of the Party Leadership Group of the Guiyang Municipal Government of Guizhou Province and former vice mayor of Guiyang. Upon investigation, Gao Yang lost his ideals and convictions, betrayed his original aspiration and mission, and resisted organizational review; violated the spirit of the Central Committee's eight-point decision on improving Party and government conduct by accepting gifts and cash gifts that may affect the fair execution of official duties, and accepting banquets that may affect the fair execution of official duties; violated organizational principles by failing to truthfully explain issues during organizational talks; treated public power as a tool for seeking private gain, engaged heavily in power-for-money transactions, used the convenience of his position to seek benefits for others in areas such as project contracting, and illegally accepted huge amounts of property. Gao Yang seriously violated the Party's political discipline, organizational discipline, integrity discipline, and discipline concerning daily life, constituted a serious violation of duty and is suspected of the crime of bribery. Moreover, he did not restrain himself or stop after the 18th National Congress of the Communist Party of China. The nature is serious and the impact is egregious, and he should be dealt with seriously. In accordance with relevant provisions such as the Regulations of the Communist Party of China on Disciplinary Action, the Supervision Law of the People's Republic of China, and the Law of the People's Republic of China on Administrative Discipline for Public Officials, and after study by the meeting of the Standing Committee of the Guizhou Provincial Commission for Discipline Inspection and approval by the Guizhou Provincial Party Committee, it was decided to impose on Gao Yang the sanction of expulsion from the Party; the Guizhou Provincial Supervisory Commission shall impose on him the sanction of expulsion from public office; his qualifications as a delegate to the 13th Guizhou Provincial Congress of the Communist Party of China and as a delegate to the 11th Guiyang Municipal Congress of the Communist Party of China shall be terminated; his illicit gains from violations of discipline and law shall be confiscated; the issues suspected of crimes shall be transferred to the procuratorial organ for review and prosecution in accordance with law, and the property involved shall be transferred together with the case.
