The Central Committee of the Communist Party of China held a press conference on the morning of October 30 to introduce and interpret the spirit of the Fifth Plenary Session of the 20th CPC Central Committee. Hu Heping, Executive Deputy Head of the Publicity Department of the CPC Central Committee, introduced that democratic centralism is the Party's fundamental organizational principle and leadership system, and plays an important safeguarding role in maintaining the Party's centralized unity, effectively implementing the major decisions and arrangements of the CPC Central Committee, and regulating the performance of duties and exercise of power by leading bodies and leading cadres. The "Decision of the CPC Central Committee on Several Major Issues Concerning Perseveringly Advancing Full and Rigorous Party Self-Governance" takes the strict implementation of democratic centralism as an important focal point for full and rigorous Party self-governance, and makes specific arrangements in four aspects. First, uphold and strengthen the centralized, unified leadership of the CPC Central Committee. Improve the institutions and mechanisms for the centralized, unified leadership of the CPC Central Committee, improve the mechanisms for implementing the major decisions and arrangements of the CPC Central Committee, strictly implement the system of requesting instructions from and reporting to the CPC Central Committee, and promote the concretization, precision, and normalization of political oversight. Second, improve the quality of intra-Party democracy. Uphold and improve the intra-Party democratic system, improve the systems for intra-Party situation notification and situation reporting, and uphold democratic and equal comradely relations within the Party. Third, strictly implement the decision-making and deliberation rules of leading bodies. Improve the rules of procedure and decision-making procedures of Party committees, strengthen the compliance and legality review of major decisions, and improve the oversight mechanisms for major decisions, important personnel appointments and removals, major project arrangements, and matters involving the use of large sums of funds. Fourth, regulate the performance of duties and exercise of power by "top leaders." Implement the institutional provisions on strengthening oversight of "top leaders" and leading bodies, improve the mechanisms for restricting the operation of power by leading bodies, and improve the institutional mechanisms for oversight by peers.
