The Central Committee of the Communist Party of China held a press conference on the morning of October 30 to introduce and interpret the spirit of the Fifth Plenary Session of the 20th CPC Central Committee. Tang Fangyu, director of the Central Policy Research Office, said that the drafting of the "Decision of the Central Committee of the Communist Party of China on Several Major Issues Concerning Persevering in Promoting Full and Rigorous Party Governance" was carried out under the leadership of the Party Central Committee. General Secretary Xi Jinping served as the head of the document drafting group, personally planned it, guided the entire process, and set the direction, successively presiding over 2 symposiums to solicit opinions, 3 meetings of the Standing Committee of the Political Bureau of the Central Committee, and 2 meetings of the Political Bureau of the Central Committee to hear reports, guiding research on relevant major issues and playing a decisive role in the drafting of the document. The drafting of the document fully promoted democracy, broadly built consensus, and pooled the wisdom of the whole Party. On January 31 this year, the Party Central Committee issued a notice soliciting opinions from all regions and departments on the agenda of the plenary session. At the same time, 16 units were commissioned to carry out research on 23 key topics. On August 3, the draft for soliciting opinions on the "Decision" was issued to all regions, departments, and various sectors for comments, and a total of 1,173 suggested revisions were received, of which 208 were absorbed after study. During the discussions at the plenary session, participating comrades also put forward 100 suggested revisions to the draft "Decision," of which 13 were absorbed after study. The "Decision" fully reflects the common will of the whole Party and the common expectations of the people of the whole country.
