Beijing: Promote the replacement of coal with clean energy according to local conditions, and adhere to the principle of not using coal unless necessary.

The Beijing Municipal People's Government has issued the "Beijing Municipality 15th Five-Year Plan Period New Energy System Plan." The plan states that efforts will be deepened to promote the diversified and low-carbon upgrading of heat sources. A multi-energy complementary, green and low-carbon heating system will be built. Fossil energy heating will be strictly controlled, existing boiler houses will be encouraged to integrate into networks and improve quality and efficiency, gas-fired unit heat-power decoupling retrofits will be carried out in an orderly manner, the deployment of green electricity heat storage peak-shaving projects will be accelerated, feasibility technical demonstrations for co-firing green hydrogen and flexibility retrofits will be conducted, and gas-fired boilers will be promoted to shift from base heat sources to peak-shaving backup. Waste heat resources will be tapped in depth, and multi-energy coupled integrated energy stations will be built. Exploration will be made of using deep and medium-depth geothermal resources in Tianjin and Hebei for long-distance transmission to Beijing to replace gas-fired boilers. The replacement of coal with clean energy will be advanced according to local conditions, and the use of coal will be adhered to only when necessary.
