Eight departments: Establish a fault-tolerance mechanism for user enterprises procuring innovative application products, and increase application efforts.

The Ministry of Industry and Information Technology and seven other departments have issued the "15th Five-Year Plan for Enhancing Industrial Foundation Capabilities." It states that policy guidance and support for the application of basic products will be increased. Policies for the application of first sets, first batches, and first editions will be improved. A fault-tolerance mechanism will be established for user enterprises procuring and applying innovative products, and application efforts will be intensified.
