The Cyberspace Administration of Shanghai and the Shanghai Data Bureau issued the "Several Measures of Shanghai Municipality on Promoting High-Standard Opening-Up and Facilitating Cross-Border Data Flow." Among them, it is proposed to strengthen the alignment and implementation of the data outbound transfer system. Coordinate the implementation of national-level data outbound security management requirements and local facilitation measures, and systematically promote the orderly alignment and coordinated implementation of systems such as the security assessment for data outbound transfer, the filing of standard contracts for the outbound transfer of personal information, certification for the outbound transfer of personal information, and the negative list for data outbound transfer. Improve the cross-departmental coordinated service mechanism, promote information sharing and process coordination, and guide enterprises in conducting cross-border data activities in a lawful and compliant, efficient and convenient manner.
