The Ministry of Industry and Information Technology is publicly soliciting comments on the mandatory national standard "Safety Technical Requirements for Flying Toys with Self-Contained Power Systems." The drafting notes for the "Draft for Comments" mention that the fundamental purposes of formulating the mandatory national standard "Safety Technical Requirements for Flying Toys with Self-Contained Power Systems" are, first, to prevent some civil unmanned aircraft manufacturers from evading regulation under the guise of flying toys with self-contained power systems; second, to prevent some users of flying toys from unauthorized modification of performance parameters; and third, to fill the gap in flying toy standards, raise their safety requirements, effectively prevent safety risks, and safeguard personal safety, property safety, and national security.
