Liaoning: Make orderly progress in the reform to allow rural collective for-profit construction land to enter the market.

The Information Office of the Liaoning Provincial Government held a press conference to provide a comprehensive briefing on the "Several Measures for Promoting Market-Oriented Allocation Reform of Production Factors in Liaoning Province." The Measures propose focusing on removing obstacles to the flow of production factors. In the land sector, efforts will be made both to secure land for new development and to revitalize existing resources, advance the development of the secondary land market, attract various market entities to participate in transactions, and explore expanding the scope of transaction services. In rural land, support will be given to land needs for rural industries, the revitalization and utilization of idle rural housing will be promoted, reform to bring rural collective operating construction land into the market in an orderly manner will be advanced, and the efficiency of urban-rural land resource allocation and the level of conservation and intensive use will be further improved. In the natural resources sector, a departmental coordination mechanism for land use review will be established to give priority to ensuring reasonable land use for leading industries and major projects. In the financial sector, it is proposed to refer more than 100 projects to financial institutions each year, guide financial institutions to intervene early at the feasibility study stage of major projects with total investment of over 1 billion yuan, and jointly participate in the design of financing plans. In the science and technology sector, support will be given to enterprises, universities, and research institutions to form innovation consortia, with funding support of up to 10 million yuan at a ratio not exceeding 30% of total R&D investment, to accelerate breakthroughs in key core technical problems of industries.
