To thoroughly implement the decisions and arrangements of the Party Central Committee and the State Council on advancing the expansion and upgrading of the service industry, enhancing the comprehensive competitiveness of modern logistics, and promoting the high-quality development of the civil aviation industry, and to strengthen the service support capacity of air cargo for foreign trade and industrial and supply chains, the Civil Aviation Administration of China, together with the National Development and Reform Commission, the Ministry of Transport, the Ministry of Commerce, the State-owned Assets Supervision and Administration Commission of the State Council, and the General Administration of Customs, recently formulated and issued the Opinions on Promoting the Healthy and Orderly Development of International Air Cargo, proposing that by 2030, an international air cargo system that is safe and reliable, green and smart, open and integrated, and strongly supported will be basically established.
The Opinions is a programmatic document guiding the high-quality development of China's international air cargo at present and in the period ahead. It sets out the overall requirements for promoting the healthy and orderly development of international air cargo, namely, adhering to the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, thoroughly implementing the spirit of the 20th National Congress of the Communist Party of China and the plenary sessions of the 20th Central Committee, upholding the unity of development and security, adhering to the combination of an effective market and a proactive government, and upholding the unity of serving the real economy and meeting the needs of the people. With the goal of smoothing foreign trade corridors and promoting the healthy and orderly development of international air cargo, guided by promoting cost reduction, quality improvement, and efficiency enhancement in logistics, and with demand-driven, weakness-remedying, capacity-strengthening, and resilience-enhancing as the main line, it aims to enhance specialized and integrated air cargo service capabilities and provide solid support for building a modern industrial system and expanding high-level opening up.
The Opinions specifies that by 2030, the global connectivity of air cargo hubs will be substantially enhanced, the international competitiveness of enterprises will be significantly strengthened, the route network will cover key global markets, and the support capacity and transshipment efficiency will reach internationally advanced levels. An international air cargo system that is safe and reliable, green and smart, open and integrated, and strongly supported will be basically established, strongly supporting the building of a "global 123 quick cargo logistics circle" and forming an international air cargo support capacity that matches China's opening-up pattern and global trade layout.
To achieve this goal, the Opinions focuses on strengthening hubs, cultivating entities, smoothing corridors, promoting transformation, and advancing integration. It proposes fifteen measures in six aspects: optimizing hub layout and facility supply, stimulating the vitality of various business entities, creating diversified and resilient corridors, promoting the digital, intelligent, and green development of air cargo, promoting the integrated development of air cargo, and strengthening the support of resource factors. These include building a multi-level cargo hub system, enhancing the adaptability of airport cargo facilities, cultivating diversified business entities, enhancing the ability to use traffic rights, enhancing the ability to serve new forms of foreign trade, smoothing international air transport corridors, enhancing cargo transshipment and distribution capabilities, strengthening emergency response and handling capabilities, advancing the digital and intelligent construction of air cargo, promoting green and low-carbon development, strengthening coordination between transport, trade, and industry, strengthening overseas collaborative layout, increasing the supply of civil aviation policy resources, enhancing the level of cross-border trade facilitation, and vigorously supporting key project construction.
