Jiangsu introduces dedicated regulations for housing use safety; legislation underwent rare third reading.

On September 30, the 25th meeting of the Standing Committee of the 14th Jiangsu Provincial People's Congress voted to pass the "Jiangsu Province Housing Use Safety Management Regulations." This is one of the few regulations in the decades since Jiangsu gained local legislative power to be approved by the Provincial People's Congress Standing Committee after three readings. More than 28,900 opinions solicited from all sectors of society were incorporated into the regulations. In response to the most concentrated issue of illegal renovation, the regulations link the entire chain before, during, and after the event through "who can renovate, how to renovate, and who manages it": registration is required before renovation; if there is property management, go to the property management, and for other houses, go to the township; during renovation, the property management or township must publicize construction information and conduct inspections, at least once each before, during, and after construction; after completion, renovation files involving structural changes are transferred to the relevant institutions, leaving a "record" for future reference. The regulations will take effect on New Year's Day 2027.
