According to people familiar with the matter, regulators are finalizing investigations into the two companies under the Digital Markets Act, with conclusions expected to determine that Azure and AWS meet the conditions for the application of the act's regulatory provisions. The people said the relevant decisions are planned for release in November, are currently in draft form, and could be delayed; the sources requested anonymity because the process has not been made public. The move represents a further strengthening of the EU's regulatory scrutiny of the cloud industry. The cloud industry has previously experienced multiple large-scale outage incidents, causing widespread paralysis of various services worldwide and leaving its outlook full of uncertainty. The EU as a whole hopes to address the strategic security risks posed by over-reliance on non-EU cloud service providers.
