Adhere to the integrated protection and systematic governance of mountains, rivers, forests, farmlands, lakes, grasslands, and deserts, accelerate the construction of a forest ecological barrier mainly based on the Greater and Lesser Khingan Mountains and the Changbai Mountains, and ensure that important ecosystems, natural relics, and rare species receive systematic and authentic protection. Accelerate the construction of a protected natural areas system with national parks as the main body, nature reserves as the foundation, and various types of natural parks as supplements, coordinate the promotion of the construction of the Northeast China Tiger and Leopard National Park, and improve the integrated "sky-space-ground" monitoring network. By 2030, the proportion of the province's protected natural areas in its land area will reach more than 18.5 percent, striving to ensure that every forest, every wetland, and every grassland has someone to manage it, can be managed effectively, and is well protected.
