On September 15, Vice President Han Zheng attended and addressed the welcome banquet of the 13th Beijing Xiangshan Forum. Han Zheng said that the world is undergoing accelerated transformation unseen in a century, and the international situation is marked by change and instability. In the face of changes in the world, in our times and of historical significance, President Xi Jinping put forward the vision of building a community with a shared future for mankind and the four global initiatives, charting the course for addressing the common challenges facing humanity. Despite the complex challenges in todays world, the trend of peace, development and win-win cooperation is unstoppable; the overriding trend toward a multipolar world and economic globalization is irreversible; the people of all countries yearn more strongly for development and security; and the call for international fairness and justice is growing louder. Han Zheng made a four-point proposal. First, it is important to uphold the purposes and principles of the U.N. Charter, uphold sovereign equality, oppose interference in internal affairs, oppose the arbitrary use or threat of force, and prevent the world from returning to the law of the jungle. Second, it is important to uphold true multilateralism, respect the development paths and social systems independently chosen by the people of all countries, respect the legitimate security concerns of all countries, and build a more inclusive, fair and sustainable model of global governance. Third, it is important to resolve differences and disputes through dialogue and consultation, support all efforts conducive to the peaceful settlement of crises, and enhance mutual trust, settle disputes and promote security through dialogue to prevent the escalation and spillover of conflicts. Fourth, it is important to uphold a people-centered approach and ensure that science and technology are used for good. In the face of the booming emerging technologies, it is important to accelerate the improvement of governance rules for artificial intelligence, cyberspace, outer space and other emerging domains, and enhance openness and cooperation to serve the cause of global peace and development.
