Pei Renquan, head of the Financial Management and Operation Bureau of the State-owned Assets Supervision and Administration Commission of the State Council, said at a regular policy briefing held by the State Council Information Office on the 14th that the Notice on Strengthening the Governance of the Difficulties of Small and Medium-sized Enterprises in Collecting Payments has put forward specific requirements for central enterprises to play an exemplary role. Next, central enterprises will actively raise funds to ensure timely payment; in the future, they should persist in treating cash payment to small and medium-sized enterprises as a "hard requirement," while maintaining a reasonable proportion of cash payments to large enterprises in light of their own actual conditions, promoting transmission along the business chain, and strictly regulating the use of "bills and certificates," and strictly prohibiting the issuance of new "bills and certificates" with a term of more than 6 months; they will urge central enterprises to take the lead in complying with the regulations of the industries and fields in which they operate, take the lead in specifying four key elements in contracts, and take the lead in responding to and practicing industry timely payment initiatives.
