On September 14, Wuzhishan City in Hainan issued a notice, upgrading the Level II emergency response for flood control and wind prevention to a Level I emergency response and implementing "five suspensions and one closure" measures across the city. According to meteorological forecasts, as of 07:00 on September 14, the city's average rainfall over the past 72 hours was 486.5 millimeters, with rainfall in Tongshi Town, Nansheng Town, Changhao Township, and Shuiman Township all exceeding 500 millimeters. Based on an assessment of the current weather situation, from 08:00 on September 14 to 08:00 on September 15, cumulative rainfall is expected to be 100-150 millimeters, with localized amounts of 200 millimeters. In accordance with the relevant provisions of the "Wuzhishan City Emergency Plan for Flood Control, Wind Prevention, and Drought Relief," and after consultation and assessment, the Wuzhishan City Disaster Prevention, Mitigation, and Relief and Work Safety Committee decided to upgrade the Level II emergency response for flood control and wind prevention to a Level I emergency response at 7:30 on September 14. At the same time, "five suspensions and one closure" measures are being implemented across the city. Wuzhishan Minsheng Gas Co., Ltd. issued a gas suspension notice. Due to the impact of continuous heavy rain, gas pipelines and networks in Wuzhishan City have been damaged. To protect the lives and property of users, temporary gas supply suspension measures are now being implemented for all residential communities across the city. The emergency rescue team of Wuzhishan Minsheng Gas Co., Ltd. has been fully dispatched to the scene to carry out emergency repair work, making every effort to inspect the pipeline network and repair damaged pipelines. After the danger is eliminated and the pipeline network passes inspection, gas supply across the city will be gradually restored.
