Since the beginning of this year, over 1,000 long-term reserved indicators for idle photovoltaic projects that have yet to commence construction and have exceeded deadlines have been gradually terminated, withdrawn from filing, or canceled. Such a large-scale concentrated cleanup is rare in the photovoltaic industry. A careful review reveals that the age of most projects on paper far exceeds their actual progress on construction sites. Many projects have all the necessary paperwork and complete processes, yet there are no signs of equipment, construction teams have not entered the site, and the grid's reserved access capacity remains unused. This results in a situation where some projects that could be utilized are not, while those that occupy resources are in no rush. The reasons for these photovoltaic projects being reserved but not built may be related to resource hoarding. Photovoltaic construction indicators and grid access capacity are scarce resources; some companies are waiting for the prices of the indicators to rise for resale, some are waiting for a further drop in technology costs, and others are simply following trends blindly. Such actions have led to a substantial amount of resources being frozen at the registration stage. By eliminating idle photovoltaic projects and breaking the patterns of resource arbitrage, we can free up valuable space for projects that can actually generate electricity and possess stable economic benefits. In addition to effectively carrying out the cleanup work, it is also necessary to establish a long-term management mechanism.
