Recently, Premier Li Qiang signed a State Council order announcing the "Decision of the State Council on Amending and Abolishing Certain Administrative Regulations," which will take effect on August 15, 2026. In order to comprehensively and effectively implement the "Ecological and Environmental Law Code of the People's Republic of China" and ensure logical unity and coordinated rules within the ecological and environmental legal system, the State Council conducted a review of the relevant administrative regulations. It has decided to amend certain provisions of 12 administrative regulations and to abolish 3 administrative regulations. The amendments include regulations such as the "National Pollution Source Survey Regulations" and the "Ecological Environment Monitoring Regulations," and the legal references within these administrative regulations will be revised to reflect the Ecological and Environmental Law Code, which will come into effect on August 15 of this year. Provisions regarding legal responsibilities and other specific matters that are inconsistent with the Ecological and Environmental Law Code will be modified accordingly in accordance with its stipulations. The regulations, including the "Regulations on the Management of the Prevention and Control of Land-based Pollutants Causing Damage to the Marine Environment" of the People's Republic of China, will be abolished to better meet the new requirements for high-quality development and ecological civilization construction.
