The new round of air quality improvement action plan in our country is being formulated.

The State Council Information Office held a series of themed press conferences today titled Starting Off the 14th Five-Year Plan. During the meeting, it was introduced that China has made encouraging progress in air pollution control; however, we cannot afford to relax our vigilance or take a breather just yet, as we must maintain patience and resolve. Currently, a new round of action plans for continuous air quality improvement is being hastily formulated, and the battle for blue skies will focus on achieving "higher, more accurate, and more scientific" standards. The requirements will be more stringent. Centered on PM2.5 control and guided by the newly revised "Ambient Air Quality Standards," we will tighten the limits for PM2.5 concentrations in accordance with the air quality improvement targets proposed in the "14th Five-Year Plan for Building Beautiful China," while simultaneously tightening the concentration limits for other pollutants, advancing environmental air quality from being distinctly better to continually improving and lasting. Regional policies will be more precise. Focus will be on three major regions: the Beijing-Tianjin-Hebei area and its surrounding regions, the Yangtze River Delta, and the Fenwei Plain, maintaining unchanging direction and unwavering strength; the Central Yangtze Urban Agglomeration, the Sichuan-Chongqing area, and the "Urumqi-Changji-Shihezi" area in Xinjiang will be emphasized as reinforcement regions, aiming to comprehensively enhance governance effectiveness by benchmarking against key areas; the Guangdong-Hong Kong-Macao Greater Bay Area, Fujian, and Hainan will be designated as pioneering regions, striving to match world-class standards and explore improvement pathways under low concentration conditions. Through differentiated approaches by region and progressive implementation, we will achieve overall improvement in air quality. The pathway measures will be more scientific. We will insist on simultaneously focusing on structural transformation and pollution reduction, continuously promoting optimization adjustments in industry, energy, and transportation structures, strengthening reduction efforts in key industries, areas, and links, planning and carrying out a series of major actions, and implementing a number of significant projects to drive down pollutant emissions continuously. Furthermore, we will enhance support and guarantees, revise and develop relevant pollutant emission standards, innovate differentiated management policies in finance, taxation, pricing, environmental protection, and other areas, accelerate the intelligent transformation of monitoring and the reforms of "off-site enforcement," and elevate the level of detailed, efficient, and intelligent supervision, all to promote continuous improvement in air quality.
