It emphasizes the continuous enhancement of the bond market's functionality and its ability to serve the real economy. It aims to construct the bond market's "technology board" with high quality, effectively utilizing risk-sharing tools for technology innovation and private enterprise bonds to support more private technology enterprises and private equity investment institutions in raising funds through bond issuance. It also promotes the legislative development of corporate bonds. The report advocates for the accelerated development of a multi-tiered bond market and cautiously advancing the development of over-the-counter bond business. Ongoing efforts will be made to standardize issuance pricing, underwriting, and market-making behaviors, while strengthening risk monitoring in key areas and industries. It encourages more eligible foreign entities to issue panda bonds. Continuous optimization of the cross-border RMB policy system will be implemented, integrating and optimizing the previously released cross-border RMB settlement policies to enhance their comprehensibility and operability.
