Minister of Emergency Management Zhang Chengzhong conducted research on flood prevention, typhoon prevention, and safety production work in Tianjin and Hebei.

From August 10 to 11, Zhang Chengzhong, Secretary of the Party Committee and Minister of Emergency Management, conducted research in Tianjin and Hebei on flood prevention, typhoon preparedness, and safety production work. Zhang Chengzhong visited locations such as the Qujia Dian Hub on the Yongding New River, the Erzha of the Haihe River, the Yuqiao Reservoir, the newly constructed north dike of the Hutuo River, and the Yujin Ditch Pumping Station, inspecting the dam, river gates, and other engineering facilities on-site to gain a detailed understanding of the operation, management, and scheduling of flood control projects. He emphasized that due to the combined effects of the remnants of Typhoon "Bai Dolphin" moving northward and cold air, some northern regions are experiencing heavy rainfall. Continuous strengthening of monitoring, forecasting, and early warning is required, along with rolling consultations, increased scheduling, and enhanced collaboration in flood prevention among Beijing, Tianjin, and Hebei. It is essential to coordinate upstream and downstream, left bank and right bank, and main and tributary rivers, and to effectively carry out inspections and defenses of dikes and reservoirs. Flood control and drainage in urban areas must be reinforced, with comprehensive investigations and management of risks in key areas such as tunnels and culverts, low-lying regions, and subway station entrances; focus should be maintained on critical parts such as sea dikes and sluices to ensure storm surge defense measures are in place. Inspections of high-risk areas for mountain floods, such as mountain stream mouths and narrow river channels, should be strengthened, along with safety management at key units such as scenic areas, unofficial tourist spots, guesthouses, and elderly care institutions.
