The Ministry of Water Resources has launched a Level IV emergency response for flood prevention in the four provinces of Hebei, Shandong, Henan, and Hubei.

According to the forecast, due to the combined effects of Typhoon No. 13 "White Dolphin" and cold air, from August 10 to 16, heavy to torrential rains will successively occur in Hubei, Henan, Hebei, and Shandong. Some areas in Northwestern Hubei, Southeastern and Northern Henan, and Central and Southern Hebei will experience downpours, with localized areas facing extremely heavy rainfall. As a result of the rainfall, significant rising water levels are expected in the main stream of the middle Yangtze River and its tributary Han River, in the middle and upper streams of the Huai River and its tributaries, in the middle and lower streams of the Yellow River and its tributaries such as the Yiluo River and the Qin River, and in major rivers in the Haihe River basin including the Zhangwei River, Tuhai-Maya River, Ziya River, and Daqing River; among these, the Shaying River, Yiluo River, Yellow River, and Wei River may experience marked flooding. Several smaller rivers, such as the North River (a tributary of the Han River) in Hubei, the North Ru River (upstream tributary of the Shaying River), the Manyu River (tributary of the Yiluo River), and the Qi River (tributary of the Wei River) in Henan, the Liyang River in the Fuyang River system of Hebei, and the Jilong River (a tributary of the Shuhe River) in Shandong could witness significant flooding. In accordance with the "Emergency Response Procedures for Water and Drought Disaster Prevention" by the Ministry of Water Resources, a level IV emergency response for flood prevention has been activated at 14:00 on August 10 for Hebei, Shandong, Henan, and Hubei provinces.
