At 18:00 on August 8, the Ministry of Water Resources and the China Meteorological Administration jointly issued a red meteorological warning for mountain flood disasters in 23 contiguous counties in Zhejiang Province. According to the "Emergency Response Procedures for Water and Drought Disaster Prevention" by the Ministry of Water Resources, at 20:00 on August 8, the Ministry raised the flood prevention emergency response level in Zhejiang Province from Level IV to Level III. They urged and guided local water resources departments to closely monitor the development and changes in rainfall and water conditions, enhance monitoring, forecasting, and early warning efforts, conduct rolling consultations and analyses, and solidify responsibilities and measures for the five key aspects of personnel evacuation: "who organizes, who relocates, when to move, where to move, and ensuring no return." They focused on critical areas such as water-related tourist attractions, elderly care institutions, leisure and vacation spots, farm stays, construction camps, and transportation routes vulnerable to flooding, implementing personnel evacuation schemes to ensure the safety of the people's lives. Currently, the working group dispatched by the Ministry of Water Resources is assisting and guiding efforts on the front lines of flood defense against the typhoon and heavy rainfall in Zhejiang Province.
