Liu Fei, a member of the Standing Committee of the Zhejiang Provincial Party Committee and Secretary of the Hangzhou Municipal Party Committee, emphasized the need to efficiently operate the "1833" joint command system and the "1618" rescue command system, closely monitor the typhoon's movements, increase the frequency of forecasts and warnings, dynamically adjust response levels, strengthen precise guidance and work direction in key areas, and systematically implement corresponding measures in an orderly manner to ensure that all prevention and response efforts are well-organized and follow established protocols. All localities and departments must adhere to forecasts and warnings as directives, promptly activate necessary responses, and enter a combat-ready state at the first moment. The relocation of personnel must be treated as a top priority. Following the requirements of "moving everyone who should be moved, moving them early and quickly, and ensuring a safe return," efforts must be made decisively and without hesitation to ensure that no family is overlooked, no individual is missed. Special attention should be given to vulnerable groups such as the elderly, the weak, the sick, the disabled, pregnant women, and key places like nursing homes and hospitals, ensuring the safety of all individuals throughout the relocation process, enhancing the safety management of evacuation sites, providing caring services for relocated individuals, and achieving a model of quick relocation, warm stay, and slow return.
