What are the considerations behind this? Since the meeting between the Chinese and U.S. heads of state in Busan, the U.S. Federal Communications Commission has disregarded China's strong objections and the strong appeals from the industries of both China and the U.S. It has consistently broadened the concept of national security, repeatedly rolling out restrictive measures related to China across multiple areas, including telecommunications operations, testing laboratories, drones, consumer-grade routers, and submarine optical cables. Recently, it has implemented restrictions on the import of advanced robotic equipment and power inverters. In particular, the U.S. has ignored multiple negotiations with China; following the video call between the chief trade negotiators of China and the U.S. on July 30, it listed over 40 Chinese entities on the so-called "Uyghur Forced Labor Prevention Act entity list" on July 31. China expresses strong dissatisfaction and resolute opposition to this. The measures taken by the U.S. Federal Communications Commission and the inclusion of relevant entities by the U.S. Department of Homeland Security on the so-called "Uyghur Forced Labor Prevention Act entity list" seriously violate the important consensus reached by the heads of state of the two countries and severely damage China's legitimate rights and interests. China has no choice but to take necessary countermeasures in response, including: strengthening export controls on drones and their key components and technologies to the U.S., suspending factory inspections carried out by U.S. certification agencies on behalf of Chinese certification institutions, including U.S. compliance testing companies on the countermeasure list, initiating a national security investigation into the import of printing and copying office equipment, and placing six U.S. entities on the countermeasure list. I want to emphasize that China's countermeasures are generally restrained. China values the hard-earned stability of China-U.S. economic and trade relations. We hope that the U.S. side will move towards China. China demands that the U.S. immediately revoke the relevant measures, stop its erroneous practices, and return to the right track of resolving differences through friendly consultation and cooperation, working together to maintain a constructive and strategically stable relationship. If the U.S. insists on implementing new restrictive measures against China, China will take further countermeasures.
