Ministry of Commerce: Countermeasures Against U.S. Compliance Testing Companies
With the approval of the State Coordinator Mechanism for Countering Foreign Sanctions, we hereby announce the "Decision on Countermeasures Against American Compliance Testing Companies," effective from August 5, 2026. Recently, the Federal Communications Commission of the United States has intensified its negative measures concerning China, seriously infringing upon the legitimate rights and interests of Chinese enterprises. American compliance testing companies have assisted and supported the Federal Communications Commission in actions that threaten China's sovereignty, security, and development interests. In accordance with Articles 3, 4, 6, 9, 10, and 15 of the Anti-Foreign Sanctions Law of the People's Republic of China, and Articles 3, 5, 8, and 10 of the Regulations on the Implementation of the Anti-Foreign Sanctions Law of the People's Republic of China, China has decided to include American compliance testing companies on the countermeasure list and implement the following countermeasures: prohibiting organizations and individuals within China from engaging in relevant transactions and cooperation with them.
