WeChat Public Platform Guidelines for Internet Channel Card Sales Services
On August 3, the WeChat Public Platform Operation Center issued an announcement regarding the regulation of card-selling services through internet channels. China Telecom, China Mobile, and China Unicom published the "Announcement on Regulating the Management of Card Sales through Internet Channels" on July 31, 2026: In order to protect user rights and data security, starting from August 1, 2026, users can only order SIM cards through official channels such as telecommunication operators' official apps and official websites. Third-party internet channels will no longer provide services related to applying for telecommunication SIM cards. To standardize the sales of phone cards, prevent the risk of user information leakage, and maintain a healthy content ecosystem, the platform hereby stipulates the following regulations regarding SIM card application services:
1. Admission of Operating Entities
Only telecommunication operators are allowed to conduct related business for SIM card applications. As of the issuance date of this announcement, the platform will no longer support non-telecommunication operators in engaging in SIM card applications, card sales referral, or any related business activities. The platform has currently canceled the category SIM Card Sales for mini-programs and will no longer support the certification of public accounts/service accounts that engage in related businesses.
2. Self-Inspection and Rectification of Existing Accounts
Accounts that currently have related content must complete self-inspection and rectification before August 11, including but not limited to: modifying nicknames, avatars, or profiles that involve SIM card applications or card sales referral; deleting related historical articles and content; removing related custom menus; eliminating content that directs users to third-party card sales channels through jump links, QR codes, or external pages; disabling or modifying related automatic replies for keywords, follow notifications, etc.; removing processes, service entrances, and related pages for functions related to SIM card applications, number selection, ordering, and proxy application for related mini-program businesses. Public accounts or mini-programs that fail to rectify relevant services within the deadline and continue to operate will be processed according to platform regulations.
