Guangzhou: Increase support for the "trade-in" policy and implement relevant tax incentives.

Guangzhou Housing and Urban-Rural Development Bureau openly solicits opinions on the "15th Five-Year Plan for Housing Development in Guangzhou". It aims to optimize the scale and pace of supply of residential land for commercial housing, and promote market balance between supply and demand. High-quality urban design and construction requirements will be included in land transfer conditions to improve the quality of residential construction. Encouragement will be given to real estate development enterprises to shift from a "scale-oriented" approach to a "quality-oriented" approach, continuously improving standards to create more livable high-quality residential properties. Steady progress will be made in providing housing support for new talents, new university graduates, newly-married and newly-parented families, families with multiple children, and families supporting elderly relatives, in order to reduce the pressure of purchasing first homes. Support for the "selling old and buying new" policy will be strengthened, and relevant tax incentives will be implemented. Real estate brokerage services will be regulated to guide various real estate brokerage agencies to operate lawfully, compete fairly, and practice transparent pricing. Supervision of existing housing transactions will be strengthened, and a sound system for managing funds in existing housing transactions will be established.
