On the 18th, it was learned from the Ministry of Emergency Management that the Office of the National Committee for Disaster Reduction and Relief, the Ministry of Natural Resources, the Ministry of Water Resources, and the Ministry of Emergency Management issued an urgent notice on the 17th, deploying all regions, relevant departments, and units to effectively carry out inspection and investigation of geological disaster risks and hidden dangers, as well as disaster prevention and response work. The notice pointed out that recent landslides and collapses in Dangchang County, Gansu Province, and Pengshui County, Chongqing, have caused significant casualties, exposing problems such as incomplete coverage of routine inspection and investigation of geological disaster risks and delays in identifying disaster precursors. The notice emphasized the need to carry out inspection and investigation of important hidden danger points, including geological disaster points with poor stability, obvious recent activity signs, red warning alerts in the past two years, disturbances caused by slope cutting for construction, and those mainly affected by rainfall. It also called for reviewing the basic characteristics of disaster points, target objects, danger zone ranges, the operation of installed monitoring devices, the effectiveness of prevention and control measures, among other aspects. Special focus should be placed on inspecting and investigating key risk areas, especially risk areas in urban and rural areas, conducting in-depth reviews of steep slopes and cliff-cutting constructions, and immediately recording any signs of deformation in the hidden danger log and implementing monitoring and warning measures. The notice also required strengthening preventive measures for geological disaster risk areas with large rainfall amounts, rich underground water, large humidity variations, sudden changes between droughts and floods, and intense human engineering activities. It emphasized timely analysis of the development trends of geological disasters, timely issuance of warnings and forecast information through various channels and forms. The implementation of the "wake up" and "response" mechanism for disaster warning should be implemented effectively, with the swift relocation of threatened populations and the provision of assistance to special groups such as the elderly, disabled, sick, pregnant women, and children, ensuring that all residents are safely evacuated.
