The Shanghai Football Association releases an investigation report on the "banned from football" individual Shen Si.
The Shanghai Football Association issued a situation report today: On July 13, 2026, there was a viral online rumor that Shen Si was suspected of hitting and verbally abusing young players during training, causing social concern. The Shanghai Football Association conducted a special investigation on July 14, went to the Shanghai Lucky Star Football Club for on-site verification, and interviewed the relevant club officials. The incident of assaulting young players has been reported to the police by the players' parents. Relevant departments are currently investigating and handling the case according to the law. Shen Si was banned for life by the Chinese Football Association in 2013 from engaging in any football-related activities. The Shanghai Football Association has implemented a mechanism to compare and screen banned individuals in all aspects such as member registration, event registration, coach certification, and youth training team filing. Upon retrospective investigation, Shen Si has not participated in any official activities within the supervision scope of the Shanghai Football Association since 2013. This incident has exposed issues such as regulatory blind spots in the market-oriented training business of private youth training institutions, and inadequate implementation of club compliance responsibilities. Upon investigation, it was found that Shen Si is the founding shareholder of Shanghai Lucky Star Football Club Limited Company, and his shareholder identity has been maintained to date. In order to uphold industry discipline and strengthen the accountability of relevant parties, the Shanghai Football Association has taken two measures: First, in accordance with Article 79 of the "Regulations on Disciplinary Principles of the Chinese Football Association" and Articles 3, 13, 16, and 96 of the "Regulations on Disciplinary Principles of the Shanghai Football Association", the Shanghai Lucky Star Football Club was warned, banned from registering new players for 6 months, and fined RMB 20,000. Second, the club was instructed to complete the transfer of ownership within a specified time frame, clarify the boundaries between shareholder property rights and football business operations, strictly prohibit banned individuals from participating in football-related business in any capacity, and conduct a comprehensive self-examination and self-correction.
