Release of the "International Action Plan for Artificial Intelligence Ethics Governance"

On the 17th, at the 2026 World Artificial Intelligence Conference and High-Level Meeting on Global Governance of Artificial Intelligence held in Shanghai, the Ministry of Industry and Information Technology, together with relevant parties, jointly released the "International Artificial Intelligence Ethics Governance Action Plan", which contributed a combination of principled and operational action frameworks to global artificial intelligence governance. The action plan is an important public good provided by China to the international community, within the framework of the United Nations "Future Contract" and its annex "Global Digital Contract", focusing on ethical governance throughout the entire life cycle of artificial intelligence, risk classification and prevention, agile governance mechanism construction, cooperation in the industrial chain ecosystem, and creation of a social atmosphere, calling on all countries to actively take actions based on their own realities, strengthen policy coordination and practical cooperation in the spirit of consultation, joint construction, and shared benefits.
