Samsung Electronics is facing a shortage of manpower and plans to outsource some of its chip back-end design.

Samsung Electronics is considering outsourcing the backend design work of Google's TPU I/O chips; the company is considering collaborating with three local semiconductor design service companies in South Korea, including AD Technology, Gaonchips, and Alphachips. An industry insider stated, "Due to the fact that TSMC's capacity has reached its limit, some orders that cannot be handled have also flowed to Samsung Electronics."
