China Consumers Association proposes three suggestions

The China Consumers Association put forward three suggestions: First, strengthen the top-level design and introduce specialized laws for property management. Improve and refine the relevant content of the Civil Code, establish a unified industry model, service standards, regulatory system, dispute resolution mechanism, etc. for property management, and suggest that areas with conditions introduce a "Model Property Service Contract Text" to address industry pain points such as vague contract rights and obligations, unclear public benefit agreements, and opaque fee rules, promoting the healthy and orderly development of the property service industry through standardized contracts. In addition, suggest that areas with conditions define criteria for identifying vacant properties in residential communities and the entities for such determination, providing policy basis for reducing property fees for vacant properties. Secondly, transform the concept of property services and increase the transparency of information. It is recommended that property service enterprises focus on service-oriented operations, establish a smooth feedback channel for opinions and suggestions, proactively accept supervision, and continuously improve the level of property services. Establish or improve the system of public disclosure of property service matters, clarify information on property service enterprises, service matters, fee items and standards, property fee income and expenditure, shared fund information, etc., fully safeguarding residents' rights to information and supervision. Encourage property service enterprises with conditions to use technology such as artificial intelligence to improve management efficiency and service effectiveness, realizing the transformation from traditional property to smart property. Third, promote multi-party co-governance and collaborative innovation to enhance service quality. Utilize social forces such as public welfare organizations, professional institutions, volunteer teams to participate in property services, making up for the service deficiencies of property management in resolving disputes, etc. Promote the establishment of group standards for property services, refine the content of property services, and strengthen industry self-discipline. In addition, suggest that relevant property industry associations carry out standardized training courses to enhance the service capabilities and levels of front-line property personnel. Through activities such as organizing professional skills competitions and promoting advanced cases of quality services, promote the formation of high-quality property services.
