According to the Ministry of Water Resources, due to the impact of rainfall, the water level at the Yanshou Hydrological Station on the Muyi River, a tributary of the Songhua River in Heilongjiang Province, rose to the alert level at 2:36 a.m. on July 13. According to the regulations on flood numbering for major rivers, this flood event is designated as "Muyi River Flood No. 1 of 2026". The Ministry of Water Resources is closely monitoring the development of the flood situation, enhancing monitoring, forecasting, and early warning of rainfall, and has activated a level IV emergency response for flood defense in Heilongjiang Province, urging and guiding local authorities to implement detailed measures for flood defense at Muyi River to ensure the safety of people's lives and property. Currently, a working group from the Ministry of Water Resources is on the front line in Heilongjiang Province to provide assistance and guidance for flood defense.
