Zhang Guangqin, a full-time member of the Trial Committee of the Higher People's Court of Hainan Province, has been expelled from the party.
The website of the Central Commission for Discipline Inspection of the National Supervisory Commission announced on July 9 that, according to information from the Hainan Provincial Commission for Discipline Inspection and Supervision, with the approval of the Hainan Provincial Party Committee, the Hainan Provincial Commission for Discipline Inspection and Supervision has launched an investigation into the serious violations of discipline and law by Zhang Guangqin, a former full-time member of the Judicial Committee of the Hainan Higher People's Court.
After investigation, it was found that Zhang Guangqin had lost his ideals and beliefs, abandoned his original mission, failed to fulfill the main responsibility of strictly governing the party comprehensively; disregarded the spirit of the central eight-point regulations, accepted gifts in violation of rules, accepted banquets that could affect the fair execution of official duties, and illegally borrowed vehicles from management and service targets; violated organizational principles, failed to report personal matters as required, sought benefits for others in cadre selection and appointment work and accepted money and goods; lacked integrity, used his power to seek benefits for others and accepted money and goods; illegally intervened in and interfered with engineering projects; lost the bottom line of discipline and law, treated the power given by the party and the people as a tool for seeking private interests, committed law enforcement crimes, and engaged in judicial corruption by taking advantage of his position to seek benefits for others in case handling and contracting projects, and illegally accepted huge amounts of money.
Zhang Guangqin seriously violated the party's political discipline, organizational discipline, integrity discipline, and work discipline, constituted a serious violation of duty and is suspected of bribery crimes. Moreover, after the 18th National Congress of the Communist Party of China, he did not converge, persisted in his misconduct, and the nature of his actions was serious with a bad influence, which requires serious handling.
In accordance with relevant regulations such as the "Disciplinary Measures of the Communist Party of China", the "Supervision Law of the People's Republic of China", and the "Administrative Sanctions Law for Public Officials of the People's Republic of China", after being discussed and approved by the Standing Committee of the Hainan Provincial Commission for Discipline Inspection and reported to and approved by the Hainan Provincial Party Committee, it was decided to expel Zhang Guangqin from the party, cancel the benefits he enjoyed, confiscate his illegal gains, and transfer the suspected criminal issues to the procuratorial organs for investigation and prosecution in accordance with the law. All assets involved will be confiscated.
