The person in charge of the National Healthcare Security Administration introduced that the structure of participants in basic medical insurance in China continues to be optimized. By the end of 2025, there were 1.331 billion people participating in basic medical insurance nationwide, an increase of 4.07 million compared to the previous year, and the participation rate was consolidated at 95%. Among them, 389 million employees participated in medical insurance, an increase of 9.0778 million compared to the previous year, an increase of 2.4%. During the 14th Five-Year Plan period, the number of employees participating in medical insurance increased by an average of 8.8 million per year, with an average annual growth rate of 2.4%. The overall operation of the funds remained stable. In 2025, the total revenue of the national basic medical insurance fund was 3.59 trillion yuan, and the total expenditure was 3.01 trillion yuan. Among them, the revenue of the employee medical insurance general fund was 1.83 trillion yuan, and the expenditure was 1.36 trillion yuan. The revenue of the resident medical insurance fund was 1.12 trillion yuan, and the expenditure was 1.07 trillion yuan. The number of people enjoying benefits continues to increase. In 2025, the number of people enjoying benefits under basic medical insurance was 8.753 billion, an increase of 4.9% compared to the previous year.
