Car and ship tax collection policies will be adjusted next year, and the focus of new energy vehicles development will shift.
The Ministry of Finance, the State Administration of Taxation, and the Ministry of Industry and Information Technology recently issued the "Announcement on Adjusting the Preferential Tax Policies for Energy-saving Vehicles and New Energy Vehicles", specifically stating that starting from January 1, 2027, the policy of halving the vehicle and vessel tax on energy-saving vehicles will be cancelled, as well as the policy of exempting vehicle and vessel tax on plug-in hybrid vehicles. According to interviews with reporters, by the end of 2025, the national inventory of new energy vehicles reached 43.97 million, accounting for 12.01% of the total number of vehicles. With the continued increase in the penetration rate of new energy vehicles in the domestic market, the development of the automotive industry has entered a new stage, but at the same time, it also presents a phenomenon of uneven development. Industry experts told reporters that pure electric vehicles and hydrogen fuel cell zero-emission passenger cars are the long-term strategic core of China's automotive new energy development, and will continue to enjoy institutional dividends and policy support; transitional technologies such as plug-in hybrid, extended range, energy-saving oil hybrid vehicles with internal combustion engines have already reached the end of the industry incubation period.
