On July 1st, the National Energy Administration held a special conference on the exploration and development of deep coalbed methane in Beijing. The meeting emphasized the need to gather the collective efforts of all parties to promote greater efficiency in the exploration and development of coalbed methane. Firstly, there should be a unified understanding. Regions, relevant units, and energy companies should focus on the prominent issues in natural gas exploration and development, seize the opportunities for industrial development, standardize the use of related concepts, and unify non-standard expressions such as "coal rock gas" into "deep coalbed methane", and concentrate efforts on exploration and development work. Secondly, relevant implementation plans should be implemented well. Implement the "Twelfth Five-Year Plan" for the development and utilization of coalbed methane and the action plan for increasing reserves and production in key areas, refine the work tasks for each enterprise and each coalbed methane block, increase investment in exploration and development, and accelerate the construction of key projects. Thirdly, strengthen industry management and services. Revise the "Coalbed Methane Statistical Survey System" and improve related statistical indicators for deep coalbed methane. Optimize approval processes, support enterprises in handling mining rights, land use, water use, and other procedures in accordance with laws and regulations. Improve the industry standard system, formulate exploration and development technology routes adapted to different regional conditions. Fourthly, strengthen overall coordination. Reasonably arrange the timing of coal and coalbed methane development, better leverage the comprehensive benefits of resource development. Establish a mechanism for central-local coordination, encourage central enterprises and local governments to explore effective models of cooperation for mutual benefit, and promptly research and solve contradictions and problems in the development of the coalbed methane industry.
