The State Administration for Market Regulation deploys the expansion, improvement, and efficiency enhancement of food inspection "Blue Army" action.
In order to further implement the requirements of the "Opinions of the General Office of the CPC Central Committee and the General Office of the State Council on Strengthening the Comprehensive Supervision of Food Safety Chains", the State Administration for Market Regulation recently issued a notice deploying the expansion and improvement of the quality of the food sampling "blue army" action. This action aims to create a team of food sampling "blue army" with strong political commitment, excellent technical skills, and good work ethics, to timely discover potential risks brought by new business formats and technologies, effectively identify unknown hazards beyond food safety standards, and enhance the ability to recognize, determine, and handle food safety risks. The action specifies three key tasks and implementation measures: first, to expand the "blue army" team. The "blue army" team will be expanded from the previous 3 teams to 13 teams, constructing a scientifically sound assessment system and dynamically adjusting the "blue army" team regularly. Secondly, to strengthen capacity building. Promote the improvement of political ability of the "blue army" team, placing political construction in the primary position of the "blue army" team construction; enhance research capacity, deepen the research and development of food safety inspection and testing technology; enhance research capacity, strengthen forward-looking analysis and trend judgment; enhance professional skills training for all staff on a regular basis; improve intelligence capacity, timely collect information on food safety, industry dynamics, consumer complaints, and other risk clues. Thirdly, to improve work quality and efficiency. Organize the "blue army" team to thoroughly investigate food safety risks and promote the resolution of industry risks; deepen food safety risk warning and promote the efficiency of supervision; conduct research on food supplementary inspection methods, food rapid detection methods, and the list of non-food substances that may be added to food, promoting the construction of a scientific, complete, and applicable food safety standard system; for regional food safety risks identified in the "blue army" action, use tools such as warning letters and push for effective implementation of food safety local management responsibilities; regularly carry out food safety popularization and interpretation work to enhance the level of social governance.
