Heilongjiang Province has introduced a special plan for precise supply of urgently needed and scarce skilled talents.

According to the Heilongjiang Provincial Department of Human Resources and Social Security, recently, Heilongjiang Province issued the "Special Work Plan for Precise Supply of Urgently Needed Skilled Talents in Heilongjiang Province", focusing on key industries such as equipment manufacturing, artificial intelligence, and modern services. The plan aims to establish a closed-loop mechanism of "real-time demand perception, rapid and effective training, and efficient matching of personnel and positions", in order to solve the structural contradiction between supply and demand of skilled talents. The plan mentions carrying out specialized training in 8 major areas, such as artificial intelligence, advanced manufacturing, low-altitude economy, and ice and snow economy, and piloting "short, flat, and fast" training projects for urgently needed professions such as artificial intelligence trainers, aiming to improve training conversion efficiency. The plan specifies that by the end of June 2026, the supply efficiency in key areas will significantly improve, a rapid response platform will be established by the end of August, a precise supply mechanism will cover the whole province by the end of November, and the satisfaction rate of manpower demand in key industries will continue to increase.
