It steadily promotes the transformation of urban villages and old houses, supports the independent renovation of old houses, and aims to complete most of the urban village transformation projects supported by national special loans by 2028. It continues to promote the transformation of old residential areas in urban towns that were built before 2005 and have incomplete infrastructure. It encourages the acquisition of existing commercial housing for use in affordable housing, with the goal of adding over 50,000 sets of affordable rental housing by 2030. It implements an action plan to improve the quality of property services, promoting full coverage of property services in communities and full coverage of party-building in property service enterprises.
